Yes. SyncMyIP is a Windows service that runs on Windows 10, Windows 11 and Windows Server. It starts with Windows and keeps your DNS records up to date in the background, even when nobody is logged in.
Choose Cloudflare as your DNS provider in SyncMyIP, paste a Cloudflare API token that can edit the DNS of your zone, and use "Test connection" before you save. From then on SyncMyIP updates the record only when your public IP changes. The blog has a step-by-step guide for Windows 11.
